The designer had been given the date at which the plant must begin operation. This was the one immutable figure in all his planning; nothing might be allowed to alter it. From his experience he could estimate the tune required for each major stage in building the plantâ€”design, construction, operating trials. By relating these periods of time to the target date, he could draw up a programme show ing the dates on which each phase must begin for each section of the plant. This analysis is presented in the form of a diagram in which the time span for each phase is shown as a thick horizontal line; each line ends at a vertical line corre sponding to the target date.
